Outline for Background Papers (as revised)
Part I-Overview of issues-This section would provide a basic
framework for what is being covered in the background.
- Overview
- Boundaries of topic (what's included, what's not)
- Definitions
- Principles and Assumptions
Part II-National Goals and Their Sources-This section is organized
by individual statements of 5-7 national goals. Under each goal is
a description of a source for that goal, including the relevant wording
with that source. These descriptions of sources for each goal serve
to validate each as a national goal).
Part III-Review of knowledge-This section is organized according
to the same goals and in the same order as in Part II. Under each
goal is a succinct review (3-5 pages double spaced) of the current
knowledge base with respect to national performance, best practice,
the nature and quality of data collection regarding performance and
best practice, etc.
Part IV-Vision for Implementation-This section identifies for
each goal what is entailed in a serious and systematic effort to fulfill
our expressed national intentions. For each goal subtopics would include
areas such as:
- Engaging people with disabilities
- Service delivery practices
- Expenditures and resource allocation
- Service assessment, review, and oversight
- Personnel development
Part V-Recommendations for Research-The recommendations for
research should be structured on a goal-by-goal basis. Within each
goal area subtopics may include:
- Existing needed data collection
- Additions/modifications to national research programs
- Continuing work in promising areas
- New areas of support
- Cross-agency commitments needed/recommended
- Additional cross-cutting themes
Part VI-Dissemination and Utilization-This section identifies
ways that existing and future research and information in the topical
area might be better made available to people who should have it.
Part VII-Emerging National goals-This section looks to the
future. It identifies goals that are emerging within the nation, but
for which there may not yet be a clearly articulated national commitment.
This section identifies areas in which research might be focused "ahead
of the curve" to shape emerging thinking and possible future national
goals.
